Job Description:

The Division of Mental Health is seeking to hire a Clinical Director for the Chester Mental Health Center located in Chester, Illinois. The incumbent will be responsible for all clinical psycho-social and rehabilitation programs andactive treatment, development, and rehabilitation of persons with a mental illness. The Clinical Director will coordinate activities of clinical programs with nursing andmedical staff, develop, establish, and implement goals and objectives for the hospital’s Strategic Plan for all clinical programs. Job Responsibilities
1. Serves as Clinical Director for Chester Mental Health Center.

2. Develops and implements contemporary clinical programs designed to move to a recovery orientated system and to incorporate Recovery strategies and Trauma Informed care for both civil and forensic populations.

3. Serves as full line supervisor.

4. Attends treatment team meetings on a regular basis andprovides treatment team staff with guidance and direction in treatment planning.

5. Writes, reviews, and maintains various facility manuals which govern the areas of Admissions and Discharges, Clinical Assessment, Treatment Planning and Patient CareMonitoring.

6. Serves and participates on various facility committees.

7. Performs other duties as required or assigned which arereasonably within the scope of the duties enumerated above.

Term Appointment:

Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services discretion.

Job Qualifications:

Minimum Qualifications
1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.

2. Requires four (4) years progressively responsible administrative experience in the fields of health andhuman services.

Preferred Qualifications (in priority order)
1. Master’s degree in a health or human service-related field.

2. Four (4) years of professional experience developing, implementing and maintaining a system for monitoring clinical psycho-social and rehabilitation programs andactivities in the treatment/development and rehabilitation of persons with mental illness.

3. Four (4) years of professional experience in clinical consultation on service delivery and active treatment relative to mental health policies and procedures.

4. Three (3) years of professional experience developing, interpreting and ensuring implementation of policies andprocedures for a public or private organization.

5. Four (4) years of professional experience providing training and instruction to professional staff on the philosophy and goals for a clinical services program andcurrent treatment technologies.

6. Three (3) years of professional experience developing reports for a public or private organization.

7. Three (3) years of professional experience communicating in oral and written form with internal andexternal stakeholders regarding issues dealing with mental health policies, procedures, staff, legislation andinteragency agreements for a public or private organization.

Conditions of Employment
1. Requires the ability to serve on-call after business hours, weekends and holidays.

2. Requires the ability to physically restrain patients as necessary to prevent injury to patient or others.

3. Requires the ability to obtain and maintain Cardiopulmonary Resuscitation (CPR) certificate.

4. Requires the ability to travel in the performance of jobduties.

5. Requires ability to pass the IDHS background check.

6. Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
